About this project
Summary of MnDOT work
- MnDOT is reconstructing Highway 19/College Drive from 700 ft west of Marlene St through the intersection of Bruce Street in the City of Marshall.
- The City of Marshall is replacing sanitary sewer and water main utilities.
- A single-lane roundabout will be constructed at the intersection of Highway 19/College Drive, Country Club Drive, and South 2nd Street.
- An EV Charging Station will be installed in the Avera parking lot.
- Sidewalk improvements will be made along the project area to improve accessibility.
- Several traffic control changes throughout the route will be made to enhance safety.
- A bike lane will be striped from Marlene St. to just west of Fairgrounds Rd.
Tree Planting Project
- Begins August 10 and runs through November.
- Tree planting is contracted through Hoffman and McNamara Co.
- This project is run as a completely separate project from the road construction. If you see contractors working on your boulevard, they are preparing the areas for new trees.

Tree project update: September 17
Tree bed areas from Main Street West to Marlene Street (Year 1 College Drive Project) are complete. Crews will work on Year 2 areas as College Drive construction work progresses.
Road Construction Project Update: September 17, 2026
Marshall Street to Bruce Street
- Concrete paving was completed at the Marshall Street and Highway 19 intersection.
- Curb and gutter was poured for the new concrete median at Marshall Street. Reminder: Marshall Street and Highway 19 intersection will now be a right-in/right-out only. There is a center median that is being built in this intersection. There will be signage on the median to direct traffic.
- Concrete paving was completed on all the side streets - North 3rd Street, Park Avenue, Whitney Street, Hill Street and Minnesota Street.
- Concrete footings were dug, formed and poured for crossing equipment between Whitney Street and High Street.
- Work continues on ADA components.
- Permanent signs were installed from Main Street to Marshall Street as well as Bruce Street.
- EV charging station work resumed in the Avera parking lot/Bruce Street boulevard.
- Paving preparation work has been completed on all the side street connections and driveways.
- Topsoil placement has begun on the boulevards.
- Utility work continues.
Next week Marshall Street to Bruce Street. All work is weather permitting.
- Concrete work will continue with pouring the sidewalk, driveways and ADA components.
- Concrete work is scheduled to be completed on the center median at Marshall Street and Highway 19.
- Paving is scheduled to be completed on all side street driveways.
- Concrete will be curing, hardening and gaining strength before traffic use.
