Summary of work

MnDOT is planning a resurfacing and bridge replacement project on I-90 between Nodine and Dakota in Winona County. Construction is scheduled to begin May 4, 2026. Work is expected to be completed in November.

The following is the planned work on I-90 from Nodine to Dakota in Winona County.

  • Repave 5 miles of westbound and 4.7 miles of eastbound I-90.
  • Replace the westbound I-90 bridge over Winona Co. Rd. 101.
  • Replace approach panels and bridge barrier guardrail connections on the westbound I-90 bridge over southbound Hwy 61.
  • Improve safety by providing a slight banking of the right lane of northbound I-90 approaching the bridge over southbound Hwy 61.
  • Install new guardrail on the eastbound and westbound lanes and improve drainage.
  • Install a reinforcement and a synthetic liner to reduce sinkhole risks associated with Karst geology.
  • Clean and reestablish rock catchment areas.

Traffic impacts

The following impacts will occur during construction prep.

Westbound I-90

  • Single-lane traffic with intermittent right and left lane closures begins March 30 for ditch cleaning. Work is expected to continue through April 10.
  • Crews will return April 13–18 for tree removal, requiring additional lane closures.

Eastbound I-90

  • A right-lane closure will begin April 6 for ditch cleaning and is expected to remain in place through April 17.
  • Crews will also be working April 13–24 doing tree removal, requiring additional lane closures.

During construction, the following impacts will occur.

  • Single lane traffic during paving and bridge work
  • Delays are expected when traffic is traveling in single lanes
  • Detour of a county road and highway ramp are planned during the bridge replacement
