Highway 14 and Broadway Avenue intersection safety improvements

Phases

Learn about the planned construction phases in this video and below. Access to nearby businesses will be maintained. The timeframes are tentative and are weather dependent.

Phase 1

  • Duration: Early May to mid-May, approximately two weeks
  • Traffic impacts: Left lanes of both Highway 14 and Broadway Avenue will be closed, as well as sidewalks in the northeast, northwest and southeast corners of the intersection. Signage will direct pedestrians around these closures. A temporary traffic signal will be installed for the duration of construction at this time.

Phase 2

  • Duration: Mid-May to mid-July
  • Traffic impacts:
    • Lanes will shift to half of the road while crews work on the other half for both Highway 14 and Broadway Avenue. All Highway 14 traffic will be shifted to the current eastbound side, and all Broadway Avenue traffic will be shifted to the current northbound side.
    • The intersection of Highway 14 and 1st Avenue Southeast into the Sunnyside neighborhood will close.
    • Temporary signals will be in place at the intersections of Highway 14 and Crossroads Drive, Highway 14 and 3rd Avenue Southeast, and Broadway Avenue and 9th Street Southeast.
    • There will be bicycle and pedestrian trail closures in the northwest, northeast and southwest corners of the intersection, with detours in place.
    • The bike detour will direct bicycles headed eastbound on the trails along Highway 14 to turn north on the new trail just west of Crossroads Drive. It will follow the trail eastbound to 9th Street Southeast and south on 8th Avenue Southeast, before returning to Highway 14.
    • Westbound bicycles will follow this same detour in reverse.
    • Semi-trucks and similar-sized vehicles will be detoured around the intersection.
      • Large vehicles traveling east on Highway 14 will be directed onto eastbound 16th Street Southwest, south onto Broadway Avenue, east onto 20th Street Southeast and north onto 11th Avenue Southeast before returning to eastbound Highway 14.
      • Large vehicles traveling north on Broadway Avenue will be directed east onto 20th Street Southeast, north onto 11th Avenue Southeast, east onto Highway 14, north onto 15th Avenue Southeast and west onto 4th Street Southeast before returning to northbound Broadway Avenue.
      • These detours are the same in reverse.

Phase 3

  • Duration: Mid-July to early August
  • Traffic impacts:
    • Highway 14 traffic will remain shifted to the eastbound lanes.
    • Broadway Avenue northbound traffic will remain in a single lane on the existing northbound lanes, while southbound traffic will shift to a single lane in the newly constructed southbound lanes.
    • The intersection of Highway 14 and 1st Avenue Southeast will remain closed, while Crossroads Drive will remain open and accessible for all traffic movements in and out.
    • Truck detours, as well as bicycle and pedestrian detours, will remain in place at this time. 

Phase 4

  • Duration: One week, early August
  • Traffic impacts:
    • Highway 14 will be fully closed from Crossroads Drive to 3rd Avenue Southeast, and Broadway Avenue will be closed from 9th Street Southeast to 14th Street.
    • At this time, all traffic will be detoured around Highway 14 and Broadway Avenue, following the existing semi-truck detours around the project area.
    • Bicycle and pedestrian detours will remain in place at this time.

Phase 5

  • Duration: Mid-August to mid-October
  • Traffic impacts:
  • Highway 14 traffic will be shifted to the westbound lanes while the eastbound portion is under construction. It will shift Broadway Avenue traffic to southbound lanes while crews work on the northbound side.
  • The detour for semi-trucks and large vehicles will remain in place.
  • Crossroads Drive will remain open as an entrance to the mall while northbound Broadway Avenue access is closed at the intersections just south of Highway 14.
  • The bicycle and pedestrian trail in the southeast corner of the intersection will be closed. Pedestrian access will be closed at the intersection as well.

Phase 6

  • Duration: Mid-October to early November
  • Traffic impacts:
    • There will be left lane closures in all directions on Highway 14 and Broadway Avenue at the intersection.
