Motor carriers of property
Motor carriers of property are motor carriers who have filed a registration statement with MnDOT and are engaged in the for-hire transportation of property in Minnesota, other than household goods.

Steps to obtaining a certificate of registration
- Register your business with the Minnesota Secretary of State (businesses domiciled outside of Minnesota are required to register with the Minnesota Secretary of State as a foreign entity).
- Apply for a USDOT number using the U.S. Federal Motor Carrier Safety Administration (FMCSA) website
- NOTE: There are two types of USDOT numbers -- intrastate and interstate. Intrastate means transporting within a state’s boundaries (no free is required). Interstate means transporting across a state boundary (a fee is required).
- Complete and submit the Motor Carrier of Property Get Certificate of Registration Packet
- Have your insurance company submit a Form E
- Before providing transportation, your insurance underwriter must file a Form E – “Uniform Motor Carrier Bodily Injury and Property Damage Liability Certificate of Insurance” with our office. The business name and address on the insurance form must match what is on your application form submitted to our office. The amounts required are as follows:
- Limit for bodily injury to or death of one person: $100,000
- Limit for bodily injury to or death of all persons in any one accident: $300,000
- Limit for loss or damage to property of others, other than cargo: $50,000
NOTE: You may not legally operate as a motor carrier until you receive your Certificate of Registration.
